The European Union’s (EU) Eastern Partnership Initiative (EaP) was poorly designed from the beginning, writes Edward Lucas, Senior Fellow at CEPA and international editor at The Economist. That was my take too, when the project first saw the light of day: too technical, not overly ambitious, ignoring the proximity and influence of Russia, throwing six different countries into one bag; and in addition, not a word was mentioned about the prospects of EU membership.
