Georgia: Head of the Monitoring Mission – Persona Non Grata in Abkhazia

On 25 April, the Ministry of Foreign Affairs of Abkhazia proscribed against the head of the EU Monitoring Mission in Georgia – Gen. Andrzej Tyszkiewicz – entering Abkhazia. According to the authorities, the General is incapable of objective monitoring and assessment of the processes threatening the security of the region.

The Ministry issued a statement in which it ascribed confrontational treatment of Abkhazia to Gen. Andrzej Tyszkiewicz. The accusations include offensive statements on Abkhazia and disrespect for the Abkhazian nation and state. The department also accused him of a subjective assessment of dangerous processes in this trouble spot, e.g., he does not devote enough attention to the forming of armed groups in territories of Georgia, adjoining Abkhazia and South Ossetia.

“Mr Tyszkiewicz decreases the efficiency of the mechanism of preventing and reacting to incidents, the current level of agreement between the sides and negatively influences the constructive spirit in the whole negotiation process. On this basis, the Foreign Ministry of Abkhazia would like to announce that Andrzej Tyszkiewicz is proscribed from the territory of Abkhazia”, reads the statement.

Andrzej Tyszkiewicz has been the head of the EU Monitoring Mission in Georgia (EUMM) since July 2011. In accordance with the Union’s mandate, the EUMM observers should be stationed in the territory of whole Georgia, within the borders acknowledged by the EU, that is including Abkhazia and South Ossetia. The General’s task is monitoring and implementation of the ceasefire agreement.
